Exported vars, can b used with scripts used in DataStage?

I am invoking DataStage job using dsjob, within a shell script.

In this shell script I have variable declared - SCRIPTS_HOME & is exported.

DataStage job has some shell scripts in its before & after routine. Can this
SCRIPTS_HOME be available with shell scripts used in before & after routine?

No. Not without adding it to the environment variables within the project. The jobs run as phantoms which mean they connect to DataStage separately from the process that started it.
