when i tried to execute create.file type1 test from datastage\engine\bin i got a error saying unable to open voc file.
what is that mean.

It means you were not attached to a project directory.
To use commands like this, you must be attached to a project directory because, when you create a hashed (or type 1 or type 25) file, an entry is recorded for it in that project's vocabulary (VOC file).
Nor should the word "Type" appear in the syntax.
The preferred method is to attach to the project directory, then execute the uv command. Alternately, establish a telnet session to the machine, and specify the project name when requested, remembering that it is case sensitive (and must be spelled correctly).
