Can anybody explain that how to declare global parameters in designer?

Job parameters are accessible from the Job Properties dialog box, invoked either from the Edit menu or from the yellow button on your toolbox that says Job Properties.

You use job control to obtain the appropriate values, and then whenever jobs are run you set the value accordingly. This can be accomplished via user-written job control using the well-documented APIs, or use a Sequencer job which can assign values at runtime. This is all covered in your manuals on the Start button, but you can shortcut and search this forum, as this is a common question.
