AVI for address suggestion

I am using AVI for address suggestion. When street name, postcode & country is fed, it is responding with the house nos. in the suggestion. But when house no., city, postcode & country is fed, it doesn't provides the street name suggestion.
Any suggestion/recommendations.

It's probably because there are too many possibilities.
Another thought:
Are you running with Information Services Director (ISD)? The doc says that suggestion mode only works with ISD. Please see

Suggestion. This mode implies interactive processing, such as a job that runs as a service using the ISD Input and ISD Output stages. This validation mode returns up to 20 suggestions. However, if you select Suggestion for a job that has standard runtime processing, only one suggestion is returned.
