Issue with Country Rule set

How can I recreate .PAT file? Provision does not seem to recreate it.

The error I get while using MNS stage to get ISO contry code is

MNS_398,0: Convert table not found

MNS_398,0: Error occurred on line 8620 of file /IBM/InformationServer/Server/PXEngine/bin/Apps/MNV/Controls/COUNTRY/US/USMNAD.PAT
Pattern File line: OVERRIDE_D Text @$APPCLIB/USMNAD.ITO Return VALUE

The PAT file is not missing and is intact. The problem is with the input text override file APPCLIB/USMNAD.ITO - or maybe that the subdirectory APPCLIB does not exist.

There is no such directory as APPCLIB any where. Could you please give me more details.
