Unable to Import Web Service Definition

We have WSDL files for a number of web services.
However, our DataStage server is in a secure domain with no internet access.
When we try to import from any of the WSDL files, they display OK but do not analyze, and a very limited import occurs.
Opening an XML Meta Data Importer from the Detail tab of the importer reveals that the error is "namespace is not available to be referenced in this schema" for a number of namespaces associated with URLs in "the outside world" such as http://connectivity.services.ews.mincom.com (some of the web services were provided by Mincom).
There is no way that access to the internet, even to specific URLs, can be provided out of this secure domain. Can you suggest any alternatives?
