Are there any Privileges or rights (a subset of root privileges) that can be granted to dsadm for the Upgrade to go thru?

Did you try running Job1 directly (without calling in sequencer)?

We had applied the patch which was available before the page was moved. You may have to contact IBM support for the patch.
