I don't know how to completely remove it without clean reinstall of Windows because it leaves to much registry entries after...

What about changing all back to 9i when Datatstage "thought" everything was 9i? What thing didn't work then?
There are always some issues with multiple Oracle homes and third applications picking which one to use.

Do you have some other job that works well with this database?
Can you read some data from the database using Datastage(try an Oracle stage with an output link and then click view data)?
Can you connect to the database from the Datastage machine using SQLplus?

You have spaces in your parameter => It gets double quotes (only when scheduled). This is exactly how it works!
Is this a feature or a bug? I don't know, but you have to loose the spaces.
