I have partially got this issue resovled finally. After I added certain group to these users. It works now.

I assume these users had been modified sometime for some reason.

Ray, all users belong to dstage group, which is assigned with Developer role. Also, all users can connect to other projects on the same server.

I am not sure why DS_JOBS need to be re-indexed.
