As mentioned you have to set up the operating system environment variables. For Windows installations you have to set the LIB and INCLUDE environment variables. Try using the Lib and Include path which is in your Microsoft SDKs directory.

For example:

Lib: C:\Program Files\Microsoft SDKs\Windows\v6.0A\Lib

Include: C:\Program Files\Microsoft SDKs\Windows\v6.0A\Include
