This could be a problem with the License. We also faced a similar situation and that got solved by using the correct license.

I think the other columns not having quotes should not be an issue. I tried a similar one and it worked.

If the data is present in a file, then you can use the Quote property (value as Double) to fetch the comma separated values in one column.
