What Oracle Client have you got installed?
The Oracle Connector stage 'variant' property (10,11) determines what Oracle client to use. If the variant is set to 10 then it will expect Oracle 10 client libs.
If it's 11g then set the variant property is set to 11, it will use oracle 11g libs.
