Got the patch from IBM, installing which all the issue has been fixed

It'w working when we are having admin privileges but we got an update from the IBM support that they have identified a fix and they'll be providing us the patch to fix this issue.

The Oracle database was a source to our dataware house and it was supported by an external business unit. They had given us incorrect host name and port number. When they provided us the correct ones it was easily configured.

I'm trying to setup connection to the Oracle database in Datastage 8.7. It's throwing up ORA-12203 (unable to connect to destination). Even IBM provided to refer to the same link but the resolution provided in the link seems a little bit strange. If the jobs are supposed to be executed with Windows Admin privileges, then everyone will have admin privileges.

Can you give me any details about changes to uvconfig file so that i can ahead and try that out and see if it works out for me?

There's no way for it to change one query into another like that. I'd suggest you really check that you are seeing what you think you are seeing.
