"WARNING - MISSING ATTACHMENT" and the body that you have given.
and also do you have an attachement but the attached file is empty??

yes, you can check it out in your bulk folder of hotmail !!!keep refreshing the page and as maveric said there could be a time lag!

since the corporate offices use microsoft outlook, the chance of mails reaching the inbox is very high even though if there is any junk(until your company has any restrictions)!
Hotmail,gmail,yahoo has a bulk folder, so most of the mails will be directed to the bulk folder !!! :(

As Ray said, an email can be redirected to a mobile as an sms. However not in all service providers we have this option. again the look up wont happen because data is not matching for the key "state". However if u remove the constraint look up failure the job wont abort !

to remove that warning, jus try this one.
In the stage prior to the external sort stage clear the partition. Probably the you would have given as default. Since the data is again repartioned you have to clear the partition.
I think this would remove the warning which you are getting !
