I've managed to fix this:

/opt/IBM/InformationServer/Server/PXEngine/etc/operator.apt

The following were missing on the new server:

odbcread orchodbc 1
odbcupsert orchodbc 1
odbcwrite orchodbc 1


Hope that might help someone in future.
